The proposal has raised concerns among lawmakers about accountability. Representative Raja Krishnamoorthi says he is "grave concerned" over the outsourcing of power to police private companies that will operate with little oversight.
"This invites abuses, secrecy, and corruption our founders sought to prevent," Krishnamoorthi writes in a letter to DHS Secretary Kristi Noem. The congressman argues that allowing contractors to perform enforcement activities with performance-based incentives essentially turns bounty hunting into the system's enforcement apparatus.
Krishnamoorthi also worries about how this plan will blur the line between federal authority and the private sector, adding corporate profit motive to the already chaotic domestic immigration operations. He believes that mistakes are inevitable in such a system built on quotas and cash rewards with minimal oversight.
ICE has issued a Request for Information stating it is solely for planning purposes but did not respond to questions about Krishnamoorthi's inquiry.
